Public invited to participate in online questionnaire about the new Ottawa Central Library

 

An online questionnaire is now available for the public to help shape the criteria that will be used to evaluate potential locations for the new flagship Ottawa Central Library.

 

The public has until Thursday, June 9 (midnight) to complete the questionnaire online at www.OttawaCentralLibrary.ca.  The questionnaire may also be completed using public access computers available at any of the Ottawa Public Library's 33 branches.

 

The questionnaire is an opportunity for the public to rate a list of location factors that was developed with community input, technical expertise, and best practice research. This is the public’s opportunity to identify what is important to them in selecting a site for this city-building initiative. The Ottawa Public Library (OPL) Board will be asked to approve the evaluation criteria and weighting at the July 12 meeting.

 

In a concurrent process the OPL, working with the City of Ottawa, launched a call-out to identify publicly- and privately-owned sites within the city's Central Area that could be suitable for the Ottawa Central Library.  The sites identified through the call-out, which closed on May 20, will be compiled in a site inventory that will be made public after the  site criteria are approved.

 

The sites in the inventory will be evaluated and analyzed against the Board-approved criteria. This will result in a short-listing of potential sites, which will undergo financial analysis and due diligence. The OPL Board will make a decision before the end of the year regarding the financial framework, potential partnership with Library and Archives Canada (LAC), a project delivery method, and location. The OPL Board will recommend a best approach to Ottawa City Council. 

 

Ground-breaking for the Ottawa Central Library is expected in the spring of 2018 with official opening of a new iconic library in 2020.

 

This is an exciting City-building initiative that will continue to promote Ottawa’s transformation as a leading global city.

Invitation au public à répondre au questionnaire en ligne de la nouvelle Bibliothèque centrale d’Ottawa

Le public a maintenant accès à un questionnaire en ligne grâce auquel il pourra contribuer à la définition des critères qui serviront à évaluer les emplacements possibles du nouvel édifice emblématique qui accueillera la Bibliothèque centrale d’Ottawa.

La population a jusqu’au jeudi 9 juin à minuit pour répondre au questionnaire en ligne à l’adresse www.BiblioCentraleOttawa.ca. Il est aussi possible d’utiliser l’un des ordinateurs publics disponibles dans les 33 succursales de la Bibliothèque publique d’Ottawa (BPO).

Les résidents pourront ainsi évaluer les différents critères relatifs à l’emplacement proposés à la lumière des séances de discussion, de l’expertise technique et des études sur les pratiques exemplaires. Il s’agit d’une occasion en or pour le public de dire ce qu’il juge important dans le choix de l’emplacement de cette initiative municipale d’envergure. Le conseil d’administration de la BPO devra approuver les critères d’évaluation et la pondération lors de sa réunion du 12 juillet.

Parallèlement, la BPO, en collaboration avec la Ville d’Ottawa, a lancé un appel de propositions pour des propriétés municipales et privées de l’aire centrale propices à l’aménagement de la Bibliothèque centrale. Les sites ciblés lors de ce processus, qui a pris fin le 20 mai, seront répertoriés et rendus publics une fois les critères d’évaluation approuvés.

Chacun des sites inscrits dans le répertoire sera ensuite évalué et analysé à la lumière des critères approuvés par le C.A. en vue de faire une présélection, puis les sites potentiels seront soumis à une analyse financière et à un examen rigoureux. Le C.A. de la BPO prendra une décision d’ici la fin de l’année sur le cadre financier, le partenariat possible avec Bibliothèque et Archives Canada, la méthode de réalisation du projet et l’emplacement. Il recommandera ensuite l’approche à privilégier au Conseil municipal d’Ottawa.

Les travaux de construction de la Bibliothèque centrale d’Ottawa devraient débuter au printemps 2018, et l’inauguration officielle de ce nouvel édifice emblématique est prévue pour 2020.

Ce projet de construction municipal emballant contribuera grandement à la transformation d’Ottawa en chef de file mondial.
